Dr. Joaquin holds a Ph.D. in Political Science from Northern Illinois University, a Masters in Public Administration from University of the Philippines, and a Diploma in Human Resource Studies from The University of Manchester, UK. She previously worked for a local government training institute and taught at the University of the Philippines and University of Nevada. She likes photography, birding, historical fiction, poetry, and baked goodies.

Dr. Joaquin studies the dynamics of public management reforms and their implications for institutional capacity, public administration theory, and citizenship.
